WestComTrans handles turnkey cargo exports from Russia to Oman: we collect the goods from the shipper’s warehouse, complete export customs clearance, ship the container from Novorossiysk and hand the consignment over to the consignee in Sohar, Salalah, Duqm or Muscat. A single operator is responsible for the entire route, so there is no chain of subcontractors in which cargo and accountability get lost.

Ports and Delivery Cities in Oman

Containers from Russia to Oman are received by three ports. The choice of port determines transit time, cost and distance to the consignee’s warehouse.

Port Location Cargo profile
Sohar north of the country, about 200–220 km from Muscat, closer to the UAE border main port for Muscat and the northern regions; industrial zone and free zone
Salalah south of the country, Dhofar region major transshipment hub; convenient for the southern regions
Duqm central coast, about 550 km from Muscat cargo for the special economic zone: industry, oil and gas, construction materials

Since 2014, Port Sultan Qaboos in Muscat has not handled commercial cargo: it was converted for cruise and tourist traffic, and container flows were redirected to Sohar. Containers for Muscat therefore go through Sohar with road delivery to the city. Air cargo is handled by the international airports of Muscat and Salalah.

After customs release, we deliver the goods by road to the door: Muscat, Sohar, Salalah, Duqm, Nizwa, Sur, Ibri, Barka, Rustaq, Al Buraimi and other locations.

Shipping Options from Russia to Oman

The shipping method depends on the deadline, budget, type of cargo and city of origin. Below are the options we use for Oman and the cases where each one makes sense.

Sea Container Shipping via Novorossiysk

The main export route to Oman runs from Novorossiysk through the Suez Canal, with transshipment at one of the region’s ports and arrival in Sohar, Salalah or Duqm. Estimated transit time is from 30 days.

The route passes through the Red Sea, where shipping risks persist in 2026. That is why we confirm the specific line, transshipment port and transit time when booking space, and include war risk surcharges in the quote from the outset so that the price does not rise after departure.

Oman has an important advantage: its ports are located on the coast of the Gulf of Oman and the Arabian Sea, outside the Strait of Hormuz. Restrictions on passage through the strait therefore do not directly cut off access to them, unlike ports inside the Persian Gulf.

Our office is located at the port of departure. We oversee loading, paperwork and container departure on site, with no intermediaries in another city.

Suitable for:

  • regular shipments and large consignments — from one container;
  • heavy cargo: rolled metal, equipment, containerised grain;
  • goods for which cost matters more than speed.

Container types: 20′ and 40′ DC, 40′ HC, reefer, Open Top and Flat Rack for oversized cargo.

LCL Consolidated Cargo to Oman

If you have less than a full container load, we ship it as part of a consolidated consignment. You pay for the actual volume or chargeable weight, not for the whole container. This is convenient for trial shipments to a new market and for regularly replenishing the buyer’s warehouse in small batches.

Before accepting cargo, we check the compatibility of goods within one container: the odour, humidity and hazard class of one consignment must not damage the others.

Air Freight to Muscat and Salalah

Air freight is needed when time matters more than cost: spare parts for idle equipment, samples for negotiations, electronics, laboratory instruments. There are direct flights from Moscow to Muscat, and delivery takes 3–7 days including paperwork. Cargo to Salalah usually goes with a connection in Muscat.

Before booking, we check package dimensions, weight and cargo properties: airline requirements for dangerous goods and lithium batteries are stricter than those of shipping lines.

Alternative Routes

If rates or transit times rise on the main route, we compare options with other transshipment ports and with road delivery to Oman from neighbouring countries. We are not currently offering routes through the Persian Gulf and Iranian ports due to shipping restrictions in the Strait of Hormuz. We choose the route based on actual quotes on the date of shipment.

What Cargo We Export to Oman

Russian exports to Oman are growing fast: according to the Russian Ministry of Economic Development, they increased tenfold in the first months of 2026, with wheat and barley making up the core of supplies. Oman imports most of its food and materials for construction and industry. Russian exporters most often ship:

  • wheat, barley, pulses;
  • sunflower oil;
  • poultry meat;
  • timber and plywood;
  • fertilisers;
  • rolled metal and steel structures;
  • industrial equipment, spare parts, components for the oil and gas sector;
  • chemical raw materials;
  • confectionery and dry groceries;
  • construction materials.

If your product is not on the list, we will check it against its commodity code and Omani requirements before signing the contract.

Special Cargo: Dangerous, Temperature-Controlled, Oversized

  • Dangerous goods are shipped in accordance with the IMDG Code: we check the hazard class, packaging, labelling and the line’s acceptance for carriage.
  • Perishable products are carried in reefer containers at a set temperature.
  • Oversized cargo — equipment, steel structures, machinery — is loaded onto Flat Racks and into Open Tops with a calculated lashing plan.

We also take the climate into account. During the voyage and discharge in Oman, the temperature inside a standard container rises sharply, and temperature swings cause condensation. For paper, timber, metal and food products, we plan desiccants and suitable packaging in advance.

Export Clearance in Russia

Exporting to Oman starts with clearance out of Russia, not with import into Oman. Mistakes at this stage are the most costly: cargo gets held at the border, and the exporter risks failing to confirm the 0% VAT rate.

What we do:

  • determine the EAEU commodity code (TN VED) and check whether the goods are subject to export duties, bans or permit requirements;
  • file the export declaration and support the release of the cargo;
  • compile the document package to confirm the 0% VAT rate. The exporter has 180 calendar days from the date the goods are placed under the export procedure; if the deadline is missed, VAT is charged at the standard rate;
  • advise on which contract documents the bank will request as part of currency control.

Documents for Exporting to Oman

Document Prepared by
Foreign trade contract exporter and buyer
Commercial invoice exporter
Packing list exporter
Export declaration WestComTrans
Bill of lading or air waybill WestComTrans via the carrier
Certificate of origin certified by the Chamber of Commerce and Industry exporter, with our assistance
Permits for the product category exporter or manufacturer
Import documents for Oman consignee and their broker,
with our support by agreement

Note the difference in classification: in Russia, goods are declared under the 10-digit EAEU TN VED code, while since 2025 Oman has applied the unified 12-digit tariff code of the Gulf states. We cross-check the product description in the documents so that classification matches at both borders.

Customs Clearance and Import Requirements in Oman

Oman is a member of the Gulf Cooperation Council (GCC) and applies its common customs tariff. Customs is administered by the Directorate General of Customs under the Royal Oman Police. The import declaration is filed by the consignee’s broker in the electronic Bayan system.

What the consignee pays:

  • customs duty — the standard rate is 5% of the CIF value; usually 0% for basic foodstuffs and medicines, higher for certain categories;
  • VAT at 5% — charged on the CIF value plus duty;
  • fees for clearance, storage and terminal handling.

There is no free trade agreement between the EAEU and Oman, so Russian goods are imported at standard rates.

Some goods require a permit from the relevant authority or registration before shipment: food products, medicines and medical devices, chemicals, fertilisers, electronics, vehicles. Regulated goods must comply with GSO standards. Imports of narcotics, unlicensed weapons and goods contrary to local laws are prohibited; alcohol imports are restricted.

We check the requirements for your product before shipment so that the container is not held at an Omani port.

Arabic Labelling

Labels must be in Arabic or bilingual, with Arabic as one of the languages. For food products, the following are mandatory:

  • product name and brand;
  • manufacturer and its address, country of origin;
  • net weight in metric units;
  • ingredients in descending order of proportion;
  • production and expiry dates.

Customs accepts Arabic stickers in place of the original label. They can be applied after customs clearance, but before the goods enter the market. Food products themselves must be registered in Oman before sale. Chemicals, cosmetics and machinery have their own rules. Agree the label layout and registration procedure with the importer before producing the batch, to avoid spending time and money on rework in Oman.

Free Economic Zones of Oman

Oman has free zones in Sohar, Salalah and Al Mazunah, as well as a special economic zone in Duqm. Goods imported into a free zone are exempt from duties. If the goods then enter the Omani market or another GCC country, the standard 5% duty applies. If your buyer operates in such a zone or re-exports to countries in the region, take this into account when planning the route and documents.

Delivery Terms and Payment from an Omani Buyer

The Incoterms rule in the contract determines where the exporter’s responsibility ends and who pays for freight and clearance.

Incoterms rule Who is responsible for carriage
FCA / FOB Novorossiysk the exporter delivers and clears the cargo up to the port of departure; from there, the buyer takes over
CFR / CIF Sohar the exporter pays freight to the Omani port; under CIF, insurance as well
DAP warehouse in Oman the exporter is responsible for delivery to the warehouse; import clearance is on the buyer
DDP the exporter also pays import duties and VAT; requires registration on the Omani side

We work under any of these rules. If the contract does not yet specify one, we will help compare costs across the options. Under CFR, CIF and DAP, keep in mind that shipping lines’ war risk surcharges on current routes are borne by the exporter.

The Omani rial is pegged to the US dollar, so currency risk on dollar-denominated deals is low. Agree the payment procedure, letter of credit and prepayment with the buyer and the bank before shipment.

“In exports to Oman, it is not the miles that cost the most — it is mistakes in the paperwork. A wrong commodity code, a label without Arabic text or a missed product registration in Oman can hold a container at the port for weeks. That is why we check the product requirements before the cargo leaves the client’s warehouse. The consignee then collects the cargo right after release instead of waiting for documents to be sent over.” – Alexander Morozov, Logistics Specialist at WestComTrans

By sea from Novorossiysk — from about 30 days; the exact transit time depends on the line and transshipment port and is confirmed at booking. By air from Moscow — 3–7 days including paperwork.

The ports of Sohar, Salalah and Duqm are located outside the strait, so sea access to them remains open. The restrictions affect routes through the Persian Gulf and Iranian ports, which we are not currently using.

For Muscat and the north of the country — Sohar. For the southern regions — Salalah. For industrial projects in the special economic zone — Duqm. The port of Muscat has not handled commercial cargo since 2014.
