Transportation Directions
WestComTrans arranges exports to Egypt from any region of Russia: we collect the cargo from your warehouse, handle the export customs declaration, book the container and deliver it to the ports of Alexandria, Damietta, Port Said or Ain Sokhna. Before loading, we verify the data for Egypt’s ACI system. Errors here are the main reason cargo gets held in Egyptian ports, and we eliminate them in advance.
One operator for the entire chain: Russian customs, freight, documents for the Egyptian side and cargo monitoring until discharge.
What Turnkey Export to Egypt Includes
- HS code classification. We determine the code and check Russian export restrictions and Egypt’s requirements for the goods.
- Export customs declaration. Our in-house customs department prepares and files the declaration and handles the cargo until release.
- Freight and booking. We select the shipping line and container type and lock in the port receiving and cut-off dates.
- ACI/ACID compliance. Before loading, we cross-check the ACID number and exporter details in the invoice, packing list and bill of lading.
- Certificates. Certificate of origin, phytosanitary and veterinary certificates, fumigation, consular legalization.
- Delivery within Russia. By road or rail from your warehouse to the port or airport.
- Cargo insurance for the full value.
- Door-to-door delivery in Egypt through our partners on the Egyptian side.

Shipping Options from Russia to Egypt
The two countries share no land border, so sea freight is the main route. Air freight is used for urgent and small shipments. We choose the route based on the cargo, deadlines and current shipping line schedules.
| Mode | Route | Estimated transit time | Suitable for |
|---|---|---|---|
| Sea, full container (FCL) | St. Petersburg → Egyptian ports | 25–35 days | Regular shipments, metals, timber, equipment, chemicals |
| Sea, groupage (LCL) | Consolidation at warehouse → container | 30–45 days | Shipments from 1 m³ |
| Multimodal | Road or rail in Russia → port → sea | +2–7 days to the sea leg | Cargo from the regions, door-to-door delivery |
| Air | Moscow → Cairo (CAI) | 2–5 days | Urgent cargo, spare parts, samples, medical equipment |
Sea Container Shipping
We choose the port of loading based on current shipping line schedules. At present, most container traffic to Egypt goes through St. Petersburg; Black Sea services are used when available.
Ports of discharge:
- Alexandria — the country’s main port, convenient for Cairo and the Nile Delta;
- Damietta and Port Said — Mediterranean hubs;
- Ain Sokhna — for consignees in the Suez area.
We work with 20′ and 40′ DC/HC containers, reefer containers, and Open Top and Flat Rack units for oversized cargo.
Groupage Cargo
If your shipment doesn’t fill a container, we send it as groupage cargo: we combine it with other shipments and share the freight cost.
Air Freight
Dispatch on the next available flight from Moscow to Cairo: direct flights operate daily, with a flight time of about 5 hours. Pricing is based on actual or volumetric weight, whichever is greater. Since January 1, 2026, ACI data has also been mandatory for air cargo: without an ACID number, the airline will not accept the shipment.
Multimodal Solutions
We collect the cargo from the supplier in any region, transport it by road or rail to the port and then ship it by sea. For you, that means one contract, one rate and one dedicated manager.
Egypt’s Import Requirements
Egypt releases cargo to its market only after advance registration and document verification. Mistakes here are more costly than on the Russian side: fines, port storage charges and return of the cargo at the exporter’s expense.
The ACI System and ACID Number
The Egyptian importer pre-registers the shipment on the Nafeza platform and receives a 19-digit ACID number. This number, together with the importer’s tax ID and the exporter’s registration number, must appear on the invoice, bill of lading and manifest. The rule has applied to sea freight since October 2021 and to air freight since January 2026.
What we do: we obtain the ACID from the buyer before booking, cross-check it across all documents and pass the data to the shipping line.
Manufacturer Registration with GOEIC
For certain goods, Egyptian customs requires the manufacturer or trademark owner to be listed in the GOEIC register. The list includes, for example:
- dairy products and dried fruit;
- confectionery and chocolate;
- cosmetics;
- clothing, footwear, textiles and carpets;
- toys;
- tableware and watches.
Without registration, the goods will not be released to the market. We check whether your HS code is on the list at the quotation stage.
Duties, VAT and the Importer Register
Import duties in Egypt are generally calculated on the customs value and depend on the product group. They are lower for raw materials and higher for finished consumer goods. Egyptian VAT is added on top: the standard rate is 14%, and 5% for production line equipment. Duties and taxes in Egypt are paid by the buyer.
The buyer must be registered as an importer, and your goods must fall within their registered line of business. It is best to confirm this before signing the contract.
Document Legalization
An apostille is not accepted for Egypt: certificates of origin, phytosanitary and veterinary certificates require consular legalization. The procedure depends on the goods and the buyer’s requirements, so we confirm it before shipment to make sure documents don’t delay release.
Why Cargo Gets Held in Egyptian Ports
- The ACID number is missing or not shown on all documents.
- The weight, number of packages or description in the invoice does not match the bill of lading.
- The manufacturer is not registered with GOEIC.
- Certificates have not been consularly legalized.
- Free time has expired and the container was not collected on time.
We check the first four points before loading and agree free time with the shipping line in advance to cover the fifth.
Documents Required for Export to Egypt
| Document | Issued by | Purpose |
|---|---|---|
| Foreign trade contract | Exporter, reviewed by us | Basis of the transaction, Incoterms |
| Invoice and packing list | Exporter, using our template | Value and contents of the shipment, ACID number |
| Export customs declaration | WestComTrans | Release of goods by Russian customs |
| Bill of lading or air waybill | Shipping line or airline, through us | Transport document, ACID number |
| Certificate of origin (general form) | Chamber of Commerce and Industry; we arrange issuance and legalization |
Customs clearance in Egypt |
| Phytosanitary or veterinary certificate | Rosselkhoznadzor, handled with our support | For grain, plant products, meat |
| ACID registration | Importer in Egypt | Mandatory for cargo to be accepted for carriage |
A transaction passport is no longer required: it was abolished in 2018. If the export contract amount is 10 million rubles or more, the contract must be registered with an authorized bank.
VAT on Exports to Egypt
Exports are subject to 0% VAT. To confirm the zero rate, the exporter has 180 calendar days to submit the contract, the export declaration with customs marks and the transport documents to the tax authority. If the deadline is missed, VAT must be charged at the standard rate, which is 22% from 2026.
We prepare the document package so it can go straight to your accounting department: the declaration with release marks, the bill of lading and the registers.

“Egypt does not forgive documentation errors: if the ACID number on the bill of lading differs from the invoice by even one digit, the container will be held in port, and the demurrage and storage charges fall on the shipper. That’s why we verify the ACID, GOEIC registration and certificate legalization before the cargo even leaves the warehouse. For our clients, this means one thing: the cargo arrives in Alexandria and clears the port without surprises.” – Alexander Morozov, Logistics Specialist at WestComTrans

By sea from St. Petersburg, approximately 25–35 days depending on the shipping line and transshipment. By air from Moscow to Cairo, 2–5 days. We confirm the exact transit time on the booking date.
An ACID is a 19-digit advance cargo registration number in Egypt’s ACI system. It is obtained by the buyer in Egypt on the Nafeza platform. Since 2026, the number has been mandatory for both sea and air cargo: without it, the cargo will not be accepted for carriage.
A contract, invoice, packing list, export declaration, bill of lading or air waybill, and a consularly legalized certificate of origin. Grain, plant products and meat additionally require a phytosanitary or veterinary certificate.
Yes, as groupage cargo (LCL): you pay only for your share of the container space. For urgent small shipments, air freight is a good fit.
Under FOB, CFR or CIF terms, the buyer does. If you need door-to-door delivery with duties paid (DDP), we’ll quote that option separately.
