WestComTrans organizes cargo exports to India from any region of Russia: we collect goods from your warehouse, handle the export customs declaration and documents, and deliver by sea or air to the buyer’s port, airport or warehouse. Our main port of departure is Novorossiysk, where our office is located. We also ship via St. Petersburg, Ust-Luga and Vladivostok.

You work with a single operator for the entire route: one contract, one manager, one point of responsibility for your cargo.

Why Exporting to India Pays Off in 2026

India is one of Russia’s top three foreign trade partners. According to India’s Ministry of Commerce, bilateral trade reached a record USD 68.7 billion in the 2025–2026 financial year. In the first half of 2026, trade grew by another 8%. The two countries have set a target of USD 100 billion by 2030.

There is another important factor for exporters: 96% of settlements between the two countries are made in national currencies. Sanctions-related payment risks are lower than in many other markets. India offers more than 1.4 billion consumers and a fast-growing industrial sector that constantly needs raw materials, fertilizers, metals and equipment.

The EAEU and India are negotiating a free trade agreement. Once it is signed, import duties on a range of Russian goods will be reduced. Companies that enter the market now will gain an advantage.

Экспортные перевозки грузов в Индию из России

Which Russian Goods Are in Demand in India

  • Fertilizers — potash, nitrogen and compound fertilizers. Russia accounts for about one fifth of India’s fertilizer imports.
  • Sunflower oil — Russia supplies more than half of all sunflower oil imported by India.
  • Timber and pulp — sawn timber, wood chips, paper, cardboard.
  • Metals and metal products — ferrous rolled steel, rebar, billets, non-ferrous metals.
  • Chemicals and polymers — polyethylene, polypropylene, PVC, petrochemical products.
  • Machinery and equipment — industrial equipment, spare parts, special-purpose machinery.
  • Agricultural products — pulses, grain, food products.

Cargo Delivery Options from Russia to India

There is no direct overland route between the two countries: the path runs through several states with poorly developed transit infrastructure. In practice, sea, air and combined schemes are used.

Sea Container Shipping

The main and most cost-effective option for commercial shipments. A regular container line runs from Novorossiysk to India via the Suez Canal, calling at Nhava Sheva and Mundra. This is the shortest sea leg from Russia to India.

  • Ports of loading: Novorossiysk, St. Petersburg, Ust-Luga, Vladivostok.
  • Ports of discharge: Nhava Sheva (JNPT, Mumbai) and Mundra — direct. Chennai, Kolkata, Tuticorin and other ports — via transshipment in Mundra.
  • Equipment:
    • 20DC, 40DC, 40HC — for general cargo;
    • Open Top and Flat Rack — for oversized cargo;
    • reefer containers — for temperature-controlled cargo;
    • Ro-Ro vessels — for self-propelled machinery;
    • bulk carriers — for bulk cargo.

We deliver cargo to the port by truck or by rail.

Air Freight

Suitable for samples, urgent shipments, spare parts, pharmaceuticals and high-value cargo. Departures from Moscow, arrivals in Delhi, Mumbai, Chennai, Bangalore, Hyderabad and Kolkata. Transit time is 2–7 days, or 2–3 days with express service. Weight and size limits per piece depend on the airline.

Multimodal Transportation

We combine rail, road and sea to reduce delivery costs from inland Russia. For example, a container from Central Russia travels by rail to Novorossiysk and then by sea to India.

The International North–South Transport Corridor (INSTC) route via the Caspian Sea and Iran is available on request. Its sea leg to India passes through ports in the Strait of Hormuz. In 2026, shipping there is restricted, so availability, transit time and cost are confirmed for each specific shipment.

Consolidated Cargo and Samples

If your shipment does not fill a container, we send it as consolidated cargo (LCL). We consolidate the cargo at a warehouse, and you pay only for your volume. This is cost-effective for small batches, trial shipments and samples before signing a contract.

Mode Transit time Cargo type Cost
Sea from Novorossiysk from 21 days Commercial shipments, raw materials, equipment Low
Sea from St. Petersburg, Vladivostok depends on line and transshipment Cargo from North-West Russia and Siberia Low
Air 2–7 days Samples, urgent and high-value cargo High
Consolidated cargo (LCL) from 21 days + consolidation Small batches, trial shipments Per m³
INSTC (North–South) on request Containers from Central Russia On request

Rates are indicative. The exact cost is fixed in a quote for your specific shipment.

What affects the price:

  • weight, volume and type of cargo (dangerous, oversized, refrigerated);
  • city of origin and port or warehouse of destination;
  • Incoterms delivery basis: FOB, CFR, CIF, DAP, DDP;
  • whether insurance, storage or certification is required;
  • season, shipping line capacity and the situation along the route.

Documents for Exporting to India

What the Russian Exporter Prepares

  • foreign trade contract;
  • commercial invoice and packing list;
  • export customs declaration (DT);
  • non-preferential certificate of origin;
  • product-specific permits: phytosanitary, veterinary or quality certificate;
  • bill of lading, air waybill or railway consignment note;
  • unique contract number (UNK) — if the export contract value is RUB 10 million or more.

The CT-1 certificate does not apply to India: it is used only in trade with CIS countries. There is no free trade agreement between the EAEU and India yet, so goods are imported at standard duty rates.

Requirements on the Indian Side

  • IEC. The buyer must have an Importer-Exporter Code. Declarations are filed via the ICEGATE system.
  • Negative list. Some goods are prohibited or may be imported only under a license. This is checked before signing the contract.
  • BIS certification. Mandatory for a number of goods, including certain metal products, electrical goods and equipment. Since November 2025, India has removed mandatory certification for polyethylene, polypropylene, PVC, polycarbonate and several other polymers. The list changes, so we check the requirements for each specific HS code.
  • FSSAI — requirements for food products, their labeling and shelf life.
  • Wooden packaging — pallets and crates must comply with ISPM 15 and be marked as fumigated or heat-treated.
  • Import charges — basic customs duty, social welfare surcharge and IGST. They are paid by the buyer but affect how competitive your price is.

Zero-Rate VAT and Payments from the Buyer

Exports are subject to 0% VAT. The zero rate must be confirmed within 180 calendar days from the date the goods are placed under the export procedure. To do this, the exporter submits the contract, the customs-stamped export declaration and transport documents to the tax authority. Some of the data is submitted as electronic registers.

If the deadline is missed, VAT must be charged at 22% (or 10% for goods eligible for the reduced rate). It can be recovered only after all documents are collected.

Other payment considerations:

  • payment in rubles, rupees or yuan;
  • prepayment, payment on delivery or letter of credit;
  • compliance with currency control rules and export proceeds repatriation deadlines;
  • checking correspondent banks before signing the contract.

We review the contract before shipment to make sure payment terms, the delivery basis and documents are consistent. This way you risk neither your cargo nor your money.

How We Organize Exports to India

  1. Request. You send us the cargo description, weight, volume, city of origin and destination.
  2. Quote. Within one business day, we propose a route, rate and transit time.
  3. Document check. We determine the HS code and check the contract and India’s requirements for the product.
  4. Pickup. We send a container or truck to your warehouse and deliver the cargo to the port or airport.
  5. Export clearance. We file the export declaration and complete customs control.
  6. Transportation. We book the freight and keep you informed at every stage.
  7. Delivery to the consignee. The cargo arrives at an Indian port and, if needed, we deliver it to the buyer’s warehouse.

Common Mistakes When Exporting to India

  • Wrong HS code. This leads to customs delays, fines and problems confirming the 0% VAT rate.
  • Unsuitable delivery basis. For example, under DDP terms the exporter takes on Indian duties and import clearance without knowing their cost.
  • Unchecked buyer contract. Indian contract templates often contain unfavorable payment and penalty terms.
  • Outdated certification information. BIS and FSSAI requirements change regularly. Without the right certificate, cargo gets stuck in port, leading to downtime, demurrage and detention charges.
  • Missed 0% VAT confirmation deadline. The 22% VAT then has to be paid out of working capital.

“With India, most problems arise before shipment — in the contract, codes and certificates. That’s why we start not with freight but with a document check. It saves our clients weeks of downtime in port.” – Alexander Morozov, Logistics Specialist at WestComTrans

From Novorossiysk — from 21 days to West Coast ports (Nhava Sheva, Mundra). Chennai and Kolkata take longer, as cargo is transshipped in Mundra. Transit times from St. Petersburg and Vladivostok depend on the line and transshipment.

The price depends on the port of loading, port of discharge, container type and cargo. Send us your shipment details and we’ll calculate the rate within 1 business day.

Yes. Small batches are shipped as consolidated cargo, and samples by air. You pay only for your volume.

Most often in rubles or rupees, less often in yuan. National currencies account for 96% of settlements between the two countries. It is best to agree on the payment method and bank before signing the contract.
