Timber Export Destinations
China
The largest market for Russian timber and processed wood products — boards, beams, plywood, birch veneer. The main shipping methods are rail and sea (containers or bulk shipments), depending on volume.
Europe
Germany, Poland, Finland, the Baltic states — traditional destinations for sawn timber, beams, and glued laminated timber. Road transport is optimal for short and medium distances, and multimodal schemes work well for more remote shipping regions.
CIS and Middle East
Uzbekistan, Azerbaijan, Turkey, Egypt — steady demand for wooden packaging, pallets, and wood construction materials. Road and rail transport are more commonly used here, with sea and multimodal schemes for longer distances.

Timber and Lumber Products We Export
Important note: since 2022, Russia has banned the export of unprocessed and roughly processed round timber of coniferous species and valuable hardwoods — these cannot be exported as raw logs. As a result, the main flow today consists of processed products:
- edged and unedged boards, beams, glued laminated timber
- lining boards, molding products, parquet
- plywood, veneer, particle board, and OSB panels
- wooden packaging — pallets, crates, spools
- wood chips, sawdust, shavings, fuel pellets
Species: coniferous — pine, spruce, larch (processed form only); hardwood — birch, oak, beech, ash, aspen. Unprocessed round timber of birch and other non-protected species is handled separately and requires checking current restrictions at the time of shipment.
Moisture content and lumber dimensions are also worth noting: “wet” products (moisture content above 22%, thickness and width over 10 cm) made from coniferous species, oak, beech, and ash are subject to an increased export duty — this measure has been extended through the end of 2028 and is aimed at preventing unprocessed timber from being exported disguised as lumber. For finished, dry lumber of standard dimensions, the export duty and VAT are 0%.

Customs Clearance and Documents
- HS code (Group 44 — wood and wood products) — this determines the duty rate and the list of required documents
- Phytosanitary certificate from Rosselkhoznadzor — required for unprocessed and partially processed wood
- Certificate of origin CT-1 — for shipments to CIS countries, confirms eligibility for preferential terms
- Electronic accompanying document (EAD) with a QR code via the LesEGAIS system — mandatory for wood circulation and export since 2022, issued via the lesegais.ru portal or the “LesEGAIS.Mobile” app
- Awareness of current export restrictions: the export of unprocessed round timber of coniferous species and valuable hardwoods is prohibited, and an increased duty applies to “wet” lumber and beams (moisture content above 22%, thickness/width over 10 cm) of these same species — this measure has been extended through the end of 2028
